Houdon's statue depicts George Washington as an American "Cincinnatus," - the famous Roman citizen-farmer turned soldier who laid down his arms at the conclusion of hostilities rather than continue in military power. The statue shows Washington covering the axeheads of the Roman fasces (the bound bundle of rods) indicating that the American nation is at peace.
